If you're switching/saturating, consider

ST MICRO 2STF1340

which we pay 14 cents for. It's rated 1.4 watts, but saturates really
low, excellent beta at 2 amps.

A SOT89 on a decent copper pour is happy at 3 watts, but this ST part
is rated 1.4 watts on 1 cm^2 of PCB.

For a real 3-watt rated part, you'll probably have to go DPAK or some
such. Why not use the Digikey or Mouser search engines?
