At one time Virginia tried to help balance their budget by applying a
$2000 fine for speeding, but only to out of state motorists. Then
someone pointed out that the state constitution required all money
collected from fines to go toward education which would not have helped
the budget the way they intended. So it was changed to a "processing
fee". Eventually the court struck it down, not sure of the reasoning.
I also don't recall if they had to refund any of the "fees".

Many years ago VA made radar detectors illegal... not using them, simply
having them. Until a lawyer with one in his trunk didn't like having it
seized. He took it to court and won. VA had to buy a radar detector
for everyone they had taken one from.

I'm from Maryland, they don't have so many stupid laws. They just like
to tax you hard.
