Off the edge of my memory, didn't they make
right angle offset wrench for ignition systems
years ago?

I may take a small box wrench, and use a grinder
or saw to cut a notch in the end, at the correct
angle. Hmm. Might work....

How small is small? Your memory of "ignition wrenches" is correct -
up to about 3/8 inch.

I was at the church, today. The tab is about
1/8 thick, and 3/32 out from the bend. Not
much to grab. I tried small vise grips, and
not enough room to swing. I ended up cut a
steel strike plate with a dremel, and that's
not totally perfect. My next try will be a
large screw driver with a slot at the end,
at the proper angle.
