I've never seen one. Switching supplies are pretty agnostic when it
comes to power quality. They make DC out of whatever comes in, chap ot
at high frequency, transform it, and rectify and regulate it back to
the desired DC output.


I agree. A switcher is the MOST likely power supply to take any-ol'
stuff coming in and turn it into something useful.

And there are "buck-boost" type switchers that will take high voltage and
knock it down, or low voltage and multiply it to a useful level.

I think he might be arguing just to argue.
