I see this is an old post But for what it's worth I have installed both new window units and tilt packs in renovations. I really like the look of the tilt pacs. Sometimes they can be tricky because you may have to custom fit them to account for an un-square opening. If I was building new I would just go for the whole unit and use full 5/4 " sills.
