Seems clear enough.

I think most people "play safe" by assuming the the first sentence
applies to all situations.


I have a horrible suspicion many of our fellow road users just go "Oooh.
Yellow box. Pretty. Wonder what it means?", then stop and stare at it,
with some then trying to chew it gently.
