Pretty sure that both Congress and staff are covered under the
Federal Employees Health Benefits Program (FEHB) -- just like other
federal civilian workers and retirees.

IIRC the government pays ~ 70% of the premium, the employees pay the
rest. These are _large_ groups of people so the cost is less in the
overall scheme of things.
