Krylon plastic paint is a good choice. He does need to paint the PVC

This is good advice.

The FAQs say never to use petroleum based paints, and only to use
Acrylic or Latex (water based) paints.

From the Krylon FAQ:

Q: Can I spray paint vinyl?
A: Yes, you can spray paint vinyl surfaces with Krylon® Fusion for
Plastic® spray paint, which exclusively bonds to hard, rigid,
non-flexing surfaces such as vinyl, plastic, PVC and resin.
Krylon Fusion for Plastic dries in 15 minutes or less and requires
no sanding or priming, making it easy to refresh your vinyl project
surfaces.
