There's an aftermarket device for ranges that sounds like it might fit
the bill:

For electric or gas ranges and cooktops. It's not cheap, but it's
designed to automatically shut off when it detects no motion in the
vicinity of the range after a certain period of time. It also has a
programmable lockout mode to prevent people with cognitive
disabilities from turning the stove on.
