What I finally did get to work fairly well was to insert the tube I
was drilling inside the next size tube and drill both.

If they fit well enough to prevent the smaller tube from 'climbing', and if
you don't drill all the way through the 4th wall.

IT worked, but I didn't set the depth-stop.
So I'll do it the way you suggested next time.
