It doesn't have to be 1961. Today, small deposit institutions are
not required to hold any cash on hand. But you're talking about
banks that are 1/1000,000 the size of the too-big-to-fail banks
so your little story doesn't have much relevance to the question
of limiting the size of big banks so that they are not constantly
on the dole.
