There is a housing shortage but some people refuse to sell to those
that can't aŁŁord inflated prices.

Why should they if they don't need to? Market forces will eventually
bring about a re-adjustment.
Something to do with the house prices having been inflated over the
years by speculators.

Simply supply and demand.
