The Europeans have been eating horse meet for a long time now. It is
required that if a restaurant serves horsemeat that they have a horsehead
symbol outside their entry door. There is no sign, but the head is enough
to satisfy the law that it is notifying the unknowing public that horse du
jour is on the menu.
