That is a failing with the validation system though not the Doctors.
That's always the problem when beaurocrats/box tickers get involved in
something that has no single "correct" answer.

That's kinda what I was thinking too. And going back to Shipman again, no,
of course it wouldn't have found him, and nor would any other test. The
bloke was a good doctor, but hopefully a one-off with his alternative view
on certain conditions. Hell, if there's any more like him in the system,
then we really do have a problem ...
