Even for them it is the rate limiting step in most cases.

That is why some commercial greenhouses boost interior CO2
concentrations. Stripping from flue gasses is better.

The really expensive bit is splitting water into hydrogen and oxygen.
Plants mastered that a very long time ago - we are still unable to.
Doing it by electrolysis is possible but hardly cost effective.
