Yes - that's because they've
(1) looked at it and perhaps tried;

(2) gone to the garage and discovered how much the minimum one hour's
labour is;

Not all garages charge a minimum of one hours labour for small jobs. And
yes, I know, not all headlight bulb swaps are small jobs.
