Default treadmill stops after 1 second

i googled a bit & found a test to verify motor ok by connecting motor
direct to a multimeter & reading off DC voltage at 3mph. i got 60v, which
is well above the minimum generally acceptable 28v. i checked that the
speed sensor is clean(even though it doesnt look like an optical one).

The controller board has a big cap on it & a relay. any ideas what to try next?

I'm thinking an over speed shutdown. Well you said it was 60 volts. Do you
remember starting speed. Does it change as you fool around. Mine begins to
over speed after turn on, but settles down.
