If not, what are the problems with a 20 Amp GFIC Recptacle with downline
recptacles that draw a combined 30 Amps. (This is on a 30 amp circuit with
#10 wire).

The problem is that if you have something like an extension cord plugged
into one of those outlets and there is a short, the breaker may not shut
off! The wire will get red hot. Your house will burn down!
For example the heating element on an electric range gets red hot and
that is like a short (heating element), but the high amperage breaker
used for a range sees that as a "normal load".
Best to have multiple 20 amp circuits each with their own 20 amp
breaker.
