Default Using powder gun supply for regular paint.

Electrostatic Painting. Very common in industry, but for what you're
thinking it won't really help.
There will still be a lot of over spray through the fence. What it does
do is ensure an even coat
within spots that are hard to reach.

The easy way to do chain is to pull it off the posts, roll it up and dip it.

If you have to paint it in place an 18" roller with long nap does pretty
well.
