You misspelled NCIC (National Crime Information Center).
No he didn't. "NICS" = National Insta-Check System. It is run by the FBI and
is used ONLY for verifying that the individual is not disqualified from
buying a firearm.
"NCIC" = National Crime Information Center is also run by the FBI and is a
collection of databases to aid law enforcement. It's databases range from
serial number checks on stolen property (guns, boats, TVs, etc.) to a
database of lost law enforcement badges.
The two are not connected. In fact, the NICS is prohibited, by law, from
interacting with any other system.
