It's not the first time it's been tried anyway and as far as I know,
none of the schemes worked too well. There's a very natural reluctance
to lend out tools, quite rightly.
Just by joining a scheme such as that, any bugger who isn't who they
claim to be could be around borrowing stuff with no intention of
bringing it back.
Quite apart from that, I'd not lend any of my tools out to such a
scheme - I have enough angst if I lend a tool to somebody I know and
that only happens if I trust them to look after it.
