You just need to handle it like you would any other interaction with the
mentally ill. If you say were taking the dog for a walk and sat down for
a moment and an agitated person sat down and announced that they spoke
for Canada and they went on to elaborate their bizzaro version of the
world you would very likely smile, get up and walk away because you
quickly realize there is absolutely nothing useful or valuable that can
happen if you interact with that person.

Its really as simple as ignoring that person.
