That's when the engine is running.
Engines don't suck air through the exhaust. Even if the exhaust is
flooded the engine will not hydraulic, it might not start but it will
certainly not hydraulic.


Standard part of MOD ( and other) off-road training. Happened to my
mate's Land Rover.
Suggest you go and try it.
