They were. Plan "A" was to have almost all events, apart from those like
sailing and rowing that require a *lot* of space for the course, in
newly built arenas and stadia on one site, ajacent to the accommodation
blocks and media centre.

Politics and economics have intervened, and many events will now be held
in existing facilities contrary to the original plan, but, in theory,
saving loadsamoney. The priority lanes which will be needed through
London for Olympic traffic as a result are going to make life interesting...
