Being under fiscal control does not mean "we take your money".

and as there is currently no common policy for oil reserves, being under fiscal control would not invent one
No but it wouldn't take very lomh to enusre that oil reserves were in fact a European Asset
Have fun explaining why that hasnt happened alread.
and would there for effectively be owned by Germany.
