I believe all government-issued checks are signed by the Secretary of the
Treasury.

The Marine Corps is attached to the Navy for administrative purposes, the
same way the Army Air Corps was attached to the army pre-Air Force.

The navy provides administrative services: record-keeping, financial
services, etc., and transportation, so the Marine Corps can concentrate on
its mission of killing people and blowing things up.
