Yes, and in fact most places don't have rail lines to them. So if you
ship stuff by rail that means two changes instead of none.
Unless you're suggesting that every house and place of business should
have its own rail line.
That was the 19th century reality: that or a canal..at elast of you
wanted large amounts of material delivered.
Today you build them as 'out of town' retail sites just off motorways.
