No, legally any work to the fixed installation. So if I want to swap a
single socket for a double I need a licensed electrician. The irony is
some of what is acceptable here would not be OK in the UK, for example
cables run in stud walls free of any zone constraints and sockets
mounted in open frames with the back exposed to the stud wall cavity.
