It seems he also has stooges giving people tickets valid until
midnight, then clamping them because the tickets are not
transferable.

The fact is that it is a civil contract, he can legally only claim
his losses if the parker is in breach of the contract and he cannot
impose penalty charges.
I'd have thought by now that some enterprising person could have
established a no-win, no-fee litigation service taking batches of
these frauds through the county court for a small fee.
