Good book on the subject "Tough Jews" - about the Jewish gangs and
gangsters. One can "blame" the Jews for the rum-runners. One of the
wheeler dealers (Arnold "the Brain" Rothstein) got approached by two
guys for some backing on smuggling a small boat load of liquor over
the border. He said he'd think about it - and a couple days later
made his counter-offer. Smuggle a ship load in, and he'd cut them in
on the profits. "And thus, and American institution was born..."
