The simplest would be for Congress to direct the FED
to monetize the debt.
The FED would buy up all the outstanding treasuries and burn them.

That is not intended to say that would be a wise thing to do, but
it wouldn't be nearly as stupid as paying down the debt by
extracting it from the hides of the citizenry with taxes.
