Building Control can't. Building Control would regulate the
installation of or alterations to a drainage system, but have no

But, with the Planning Department is a unit called Planning Enforcement.
They'd be the ones to take action


I don't see that it's planning issue. It's a legal/contractural
issue.
There could be health issues if the was sewage running down the road
or backing up into your house.
