It depends in what hierarchy you want it.

In the Big Six (sci.*, rec.*, misc.* etc) you need to submit a
proposal and have it voted on.

In alt.* you can create it yourself, by sending a specially crafted
control message, though it is recommended ti discuss it first on
alt.config.

You also need to run "newsgroup moderation software" (search for it).
