Default Bathroom tiling over emulsion.

scrape off what's loose, then score the rest with a stanley knife in
a criss cross pattern through remaining paint to allow the tile
adhesive a chance to stick to something (plaster?) under the paint.
The more criss crosses you get in a given area will mean the tile
adhesive can stick better....

This sounds like a winner. I will pick up a couple of
packs of blades tomorrow. I will epoxy them into slots at around 10mm
intervalls cut into a lath bedded into two laterally supporting beams
and scrub that wall wholesale!

I have a sneaking suspicion that with these deep cuts into the plaster
being in such close proximity, any paint with a tendency to pull away
will drop free anyway.

Incidentally the development of your suggestion came from the football
supporting fraternity. Apparently two blades side by side in one
Stanley knife produces a facial scar that can never be removed. I
always thought it was a piece of ingenuity that deserved a better
purpose.
