Default Bathroom tiling over emulsion.

scrape off what's loose, then score the rest with a stanley knife in
a criss cross pattern through remaining paint to allow the tile
adhesive a chance to stick to something (plaster?) under the paint.
The more criss crosses you get in a given area will mean the tile
adhesive can stick better....
