They did. But not the tsunami.

And remember, this was built in the early 70's.

Yes, but not on this scale.

The thing could have shrugged of a 7.5 or 8 Richter event.. it was
designed for a 6.5 meter tsunami.

What they got was a Richer 9, and a 10 meter tsunami.
