exactly to the nearest metre where the wires have been cut, so they can

They were, understandably, being a bit vague about exactly what they
were doing. However, it has been the same two manholes used each time,
so they may not need anything that sophisticated.

Never understood why they don't just securely lock manhole covers. Yes
I know lost key etc. but it can't be that hard surely?
