Default TVs compatible, from one continent to the next??

Digital TV has its own formats and standards. It is NOT a "digitization" of
NTSC or PAL.


Nevertheless, European TV is still 25 fps, and US TV is still 30 fps, is
it not? Or am I more confused than normal today?
