I think they should have. If not, is it only the 50 versus 60
vertical scan rate that was the problem?

I don't think I've read anything about this.

The North and South American standard is NTSC, which transmits 30 frames
per second, while PAL, used in Europe, is 25 frames per second. The
switch to digital didn't affect that.
