Why don't the local police check for man hole covers at the scrap
dealers. When they find one they arrest everyone in the yard for
receiving stolen property. Lawyering up and getting people out of jail
gets expensive in a hurry. If there is no one buying them then no one
will waste their time stealing the covers. Looks like a good
opportunity for a police sting operation.
