If it were a Ferranti part, it could have been something like a
2-phase CMOS clock line driver, similiar to Nat Semi hybrid MH0009 or
MH0012. Ferranti was heavily into cmos.

The package was once a good fit for medium power hybrids,
instrumentation op amps, filters, oscillators, analog switches or even
SAW devices.

Don't recognize the logo, (it could even be Seiko, if it had an
underlining bar). Who's ever it was, I bet they changed it, if the
company hung around for any length of time.
