Apparently, it wasn't even statutory.
A quick web check shows that the age of consent in DC is 16 and has been 16
for over 100 years.
It may have been poor judgment, but that was between him and the page.

It also happened over 25 years ago. That's really going to the bottom of
the barrel to try to find dirt on Democrats. Maybe that is because you
have to go back that far to find anything on a Democrat while you can
find even worse behavior by republicans all the time.
