what clear coat did you use? some can be coated over, some can't because the
2 coats won't bond unless the existing coat is abraded.


you can use a card scraper to remove bumps.

I think he means the original coat, not the new stuff. This sort of
thing can happen if any of the old stuff is left behind when you
finished sanding.
