This is most likely a conscious ruse. This allows Congress to
pass the necessary enabling legislation and the President to sign
into law, but then the regulatory agencies take the heat.

Congress, particularly in the financial area, e.g. _CFTC
Modernization Act of 2000_, quickly rescinds any administrative
regulations that limit corporate profit.
