Default OT - A Crime Theory Demolished -- If poverty is the root cause of lawlessness, why did crime rates fall when joblessness increased?
The title tells the story.

A parallel is Iraq a few years ago, where the then debate in the US Govt
was development-first -versus- security-first. It turned out that
development cannot survive without security, so security-first
ultimately won.
