Default forced hot water system - no advustment valve on living room radiators

The flush mount rads at my parents house do have a valve,
near the bottom. If there is no valve there, you may be able
to limit the heat by covering part of the radiator with a
blanket, or something that helps hold the heat into the
radiator.

Hot water systems aren't a fire hazard, only steam systems
over 15 PSI.
