I'd rather have seen this sort of project built in America but what
cam about represented the best use of resources.
There were actually three projects at various stages of
planning/completion.
One in the US, one in Japan and the EU had theirs. In the end, there
wouldn't have been enough research money to keep all of them active
at a high level.
