Default Painting Galvanized drip edge

I'm about to paint some fascia board and drip edge. The drip edge is

Is there something I can wipe it down with that will clean it and
ready it for paint?

Or, should I "scuff" it lightly with a fine sand paper first?

12 year old latex paint.

Thanks.

Benjamin Moore 'Fresh Start' primer would be my choice. Maybe a quick
once over with a power washer, but only if there were some really
dirty places. Anything more than that seems like extra work IMO.
