Two people standing far apart would work well with a saw of that sort.
With a long enough rope, one can stand as far away from the tree as the
rope allows. You don't have to stand directly under a flagpole to raise
or lower the flag with a long enough halyard.

Er... it was an example of why one wouldn't have to stand directly
under a tree to cut a limb above.
