Road tax by the mile. A functioning odometer is required by law on all
road vehicles. Mileage is reported at plate renewal.
VERY simple to add road tax to the licence fee.


Yes that is more of true road useage tax; but then it's not a direct
function of energy use, (ie tax per gallon), or of CO2 production
which is what the government may be seeking to "control".
